Green Homes Wales Loan 2026 – 0% Interest Funding for Heat Pumps & Solar in Swansea

If you’re a homeowner in Swansea or anywhere in Wales looking to install a heat pump, solar panels or battery storage, the Green Homes Wales could make it far more affordable.

This Welsh Government-backed scheme offers 0% interest loans through Wales Development Bank to help homeowners upgrade to low-carbon heating and renewable energy systems — without large upfront costs.

If you don’t qualify for ECO4 grants, this is often the next best option.

What Is the Green Homes Wales Loan?

Green Homes Wales is designed to help owner-occupiers improve:

  • Energy efficiency

  • Home comfort

  • Carbon performance

  • Long-term running costs

You can typically borrow between £1,000 and £25,000, interest free, repayable over several years (subject to scheme rules at the time of application).

There’s also usually a six-month repayment holiday, giving your new renewable system time to start lowering your energy bills before repayments begin.

For many homeowners in Swansea, Neath Port Talbot, Brecon, Bridgend, Cardiff, Carmarthenshire, this removes the biggest barrier — upfront capital.

What Can the Loan Be Used For?

The scheme can fund:

  • Air source heat pumps

  • Ground source heat pumps

  • Solar PV systems

  • Battery storage

  • Insulation upgrades

  • Heating controls and energy efficiency improvements

This makes it ideal for full renewable upgrades rather than piecemeal improvements.

Who Can Apply?

To qualify for the loan:

✔️ You must own the property

✔️ It must be your main residence

✔️ The home must be located in Wales

✔️ It can’t be a brand new build (usually meaning it’s already been lived in)

✔️ You must pass affordability and credit checks

Landlords aren’t eligible under the current scheme, and listed buildings or properties needing special permissions may not qualify.

Heat Pump + Solar PV Together = Extra Contribution

If you install a heat pump and solar PV together, there is often a small grant contribution towards the solar PV element (typically under £2,000).

It’s not a huge grant — but every little helps.

That contribution reduces the amount you need to borrow, improving overall affordability. The exact contribution depends on current scheme rules and available funding, which can change. Find the latest guidance here:

Pairing technologies makes real financial sense:

  • Heat pumps increase electricity use

  • Solar panels generate your own power

  • Battery storage captures surplus generation

  • Your running costs reduce significantly

Done properly, it’s a complete home energy solution.

Green Homes Wales vs ECO4 – What’s the Difference?

The Energy Company Obligation (ECO4 and any future replacement scheme) works very differently. [Please note, at the time of writing, some of the replacement scheme information, for example regarding planning, is only relevant in England.]

ECO4:

  • Fully funded grant

  • Strict eligibility criteria

  • Usually for low-income or fuel-poor households

  • Based on EPC rating and benefits

  • No repayment required

Green Homes Wales Loan:

  • Available to a much wider group of homeowners

  • 0% interest loan rather than full grant

  • Greater flexibility in system design

  • Suitable for higher-spec renewable packages

  • Repayments offset by energy savings

  • Works alongside Boiler Upgrade Scheme Grant for £7,500 (subject to limitations - read our blog on the BUS grant here)

If you qualify for ECO4 — absolutely use it.

If you don’t, or you want a more comprehensive renewable system (heat pump + solar + battery), Green Homes Wales gives you more control and flexibility.

🛠️ The Green Homes Process — Step by Step

Here’s a typical journey if you decide to take part:

1️⃣ Start with Free Advice

Before you can apply, you’re strongly encouraged to get general energy efficiency guidance — for example through the Welsh Government’s Nest service — so you know all the support available for your situation.

2️⃣ Home Assessment

A Retrofit Coordinator will visit your home at no upfront cost to you and do a detailed assessment. They’ll recommend tailored improvements based on your property’s needs.

3️⃣ Choose Upgrades & Quotes

Once you have your report, you can gather quotes and decide which energy-saving measures you want to install. You don’t have to go ahead until you’re ready.

4️⃣ Apply for the Loan

Submit your application through the Green Homes Wales portal. Your eligibility — including credit checks and affordability — will be assessed.

5️⃣ Installation & Repayment

Once approved, you get your loan, installation is scheduled with qualified installers, and after the 6-month repayment holiday, you begin regular repayments.

Real Homeowner Experience – North Swansea

Tristan, a homeowner in North Swansea, recently upgraded his property through the scheme and said:

“The benefit of the Green Home Wales loan was that it gave me the cash injection to upgrade my property and transition to renewables. The money we save on our reduced running costs more than pays back the loan each month. It's fantastic.”
