In-Roof Solar Panels, Fire Regulations and BROOF(t4): What Homeowners Need to Know

Looking for in-roof solar panels in South Wales? Whether you're replacing your roof, building a new home or simply want a sleek, integrated solar installation, understanding the latest fire regulations is just as important as choosing the right solar panels.

At Limitless Energy, we're proud to be a GSE Certified In-Roof Installer, designing and installing high-quality renewable energy systems across Swansea, Neath Port Talbot, Brecon, Bridgend, Cardiff and Carmarthenshire.

As a family-run business with over 12 years of experience, we've built our reputation on honest advice, exceptional workmanship and outstanding customer service.

In this guide, we explain why the regulations have changed, what BROOF(t4) means, and why choosing a certified installer gives you complete peace of mind.

What Are In-Roof Solar Panels?

Unlike traditional on-roof solar panels, which are mounted above existing roof tiles, in-roof solar panels replace part of the roof covering, creating a flush, integrated finish.

The benefits include:

  • A sleek, modern appearance.

  • Lower visual impact than traditional roof-mounted systems.

  • An ideal solution for new builds or roof replacements.

  • The same excellent solar energy generation as conventional roof-mounted panels.

  • Increased property appeal through an integrated design.

For many homeowners, in-roof solar offers the perfect balance of aesthetics and performance.

Why Have the Fire Regulations Changed?

As solar technology has evolved, so has the understanding of how solar PV systems interact with the roof structure during a fire.

Historically, fire test results for roofing products could often be extended to cover variations of the same product through a process known as EXAP (Extended Application). This allowed manufacturers to demonstrate compliance across multiple product configurations without carrying out a full fire test on every variation, saving both time and cost.

However, EXAP is no longer permitted for in-roof solar PV systems.

Because solar panels are classified as electrical devices, rather than conventional roofing materials, they fall outside the scope of EXAP. This means that the complete roof system must now be assessed as a whole rather than relying on previous fire test data.

This change ensures that modern in-roof solar systems are tested under realistic conditions, providing greater confidence in their fire performance and overall safety.

Why Does MCS Certification Matter?

For homeowners, MCS (Microgeneration Certification Scheme) is one of the most important quality marks in the renewable energy industry.

MCS certification demonstrates that renewable energy products and installations meet recognised standards for:

  • Safety

  • Performance

  • Quality

  • Installation best practice

It is also a requirement for accessing many export tariffs and renewable energy incentives.

For in-roof solar installations, MCS now requires compliance with BROOF(t4)—the highest external fire performance classification for roofing systems under EN 13501-5.

What Is BROOF(t4)?

BROOF(t4) doesn't simply assess the solar panel on its own.

Instead, it evaluates the performance of the entire roof build-up, including:

  • Roof structure

  • Roofing membrane

  • Battens

  • In-roof mounting system

  • Flashings

  • Solar panels

The testing assesses how the complete system behaves when exposed to an external fire source.

It looks at:

  • Flame spread across the roof surface.

  • Fire penetration through the roof construction.

  • The production of burning droplets or debris.

  • The roof system's ability to resist the spread of fire.

This whole-system approach provides homeowners with confidence that all of the components have been independently tested to work safely together.

Why Choosing a GSE Certified Installer Matters for in-roof solar installs

At Limitless Energy, we're proud to be a GSE Certified In-Roof Installer.

This means we've received specialist training to install GSE in-roof systems in accordance with the manufacturer's requirements, current Building Regulations and MCS standards.

Just as importantly, we understand that fire performance applies to the complete roofing system, not simply the solar panel itself.

The solar modules we typically install from JA Solar, AIKO and LONGi are available with BROOF(t4) certification when installed as part of the GSE In-Roof System.

These systems have undergone dedicated fire testing as complete roof assemblies, demonstrating compliance with the latest external fire performance requirements.

By using approved combinations of solar modules and mounting systems, we're able to provide installations that are:

  • Fully compliant with current regulations.

  • Independently tested for fire performance.

  • Designed for long-term reliability.

  • Installed by trained, certified professionals.
